no when u know what I am talking about then u say I see. but this is usually used when something bad happens and it must be fixed... for example:
A) there was no electricity in the building today! we did not have access to WIFI. It was a terrible day!
B) I see... I will contact the owner to see if there's anything wrong. do u have electricity right now?
A) No! we don't! this is terrible!
B) Alright. I will be back with the information as soon as possible.

that makes sense is same as: that has got a point. while I see is when you get something. So I see is as same as I got it.
generally I see is when you see something. I see a book for example.
