A is the only one that is correct.
If this is a test and they are telling you that C is the correct one, they are WRONG.

I am providing the whole article here (Q15). Both the answer and the recording go for "for" instead of "at", and I am totally confused.

they are wrong.
"At" should be used for the rate of change.
"To" should be used for the goal/destination.
"From" should be used for the starting point.
sometimes, textbooks get it wrong.

when talking about rates and percentages, the only way "for" could be used would be in the form of "for a X return..." (aka expected results), or "for a period of..." (aka time constraints) or "for reasons we don't understand..." (aka causality/responsibility)

@sunnyterrestrial @cornucopiadm1 Totally agree that it should be “at” and not “for”. I don’t think it’s a regional thing, either.
In natural spoken English there are only a few instances where “for” might be used with a percentage point:
✅ The clothes are on sale (for/at) 50% off.
Here you could say either “for” or “at”, but “at” sounds more natural.
✅ During the presentation, she just looked at her phone (for) 50% of the time.
“For” is optional here, but it sounds fine either way.

Agreeing with the other commenters here: "At" is correct. Alternatively, one does not need ANY preposition there. "The economy will continue to grow around eight percent..." is even more natural!
