What would be the difference between "when you look at somebody" and "when you look OVER at somebody"? Would you use them both in the same situations? I don't quite understand what is the nuance that the word "over" carries in this case.

Well, if I'm saying I'm looking at someone it can mean they are right in front of me. I'm looking directly at him/her. Or I could be looking at someone from a distance. They could be farther away.
This is where "look over" at someone can work. If you are standing across the street and I'm on the other side looking at you I would be "looking over at you." If you were across the room and I was looking at you I could be "looking over at you." It just stresses the fact that you are not close to me and I'm not looking directly at you or at your face but am looking at you at a distance.
