Question about English (US)

What is the difference between When people are driving, they had better keep their eyes on the road. and When people are driving, they should keep their eyes on the road. ?Feel free to just provide example sentences.

I learned we could use should at any time, but had better is only a specific situation like an accident or give damage.
I think had better is suited in this situation.
please tell me your opinion.
