Can you tell me why we use " I like to observe people" but not " I like observing "?, please !^^
Why said " I LOVE TO while away the afternoon watching TV", will it be wrong if I said that I LOVE while away the afternoon watching TV?

the difference is: in sentence one you say WHAT you like to look at: people.
in sentence 2... you don't say what you like to look at. the sentence is not finished.
if your question is about "i like TO observe" versus "i like OBSERVING", there is no difference in meaning just a different choice of words.
other examples:
I like TO SING
I like SINGING (same thing)
He likes TO PLAY BASEBALL
He likes PLAYING baseball (same thing)
