thanks! in this case, it means: He ACTED LIKE it was a joke. he said it was a joke. (when maybe... it was not....)
this phrase (passed it off) can also be taken literally / physically, which is why i asked.
example: He caught the ball and then PASSED IT OFF to the next guy.
