You can't ommit the "did"s in that sentence. You can usually ommit them if the sentence starts with it. But only casually.
Ex:
"Did you like it?" -> "You like it?"
"Do you want to go to the park?" -> "You want to go to the park?"

Both of those are incorrect as stand-alone sentences.
You could say "Will you please tell me how you met?"
You could also say "Will you please tell me how you meet?" That would not be in the past, though, that would be, for example, if you meet someone regularly in the present, someone might ask how you meet (at a cafe, at the bookstore, etc.).

@TMmmmmmm The second point is what I stated in my previous answer. If you have an example of someone using it your way, then I would like to see it but I have personally never heard or seen anything like that.

Yes, when someone says "You mean _____", the full expression would be "Do you mean ____", or "Did you mean _____"

It belongs with "sees".
"One sees" = a person sees
I think that I should have put a "that" after "brevity": "the brevity that one sees"
