Both phrases are correct, you can use either of them in almost all cases.

They seem similar but "were" is past tense and "have" is present tense.. "We were told" is past tense. Example: "We were told we could go to the beach." It was permission given to you in the past that you already acted upon. "We've been told" is present tense. Example: "We've been told we can go to the beach." You currently have permission and are going to act upon it.
