They are both correct, but they have slightly different meanings. You would ask “When did you learn English?“ if you want to know when they finished learning English. You would ask “when did you start learning English” when you want to know when they first began to learn English.

How long have you been learning English? = for how long a period of time? I started learning English two years ago (and I’m still studying it).
When did you learn English? The action is completed. You studied English at some point in the past and you are no longer studying English. I learned English in childhood because my mother is American.
