Who speaks is correct. Who speak isnāt correct. Who is used with a singular verb.

I have only seen the plural use of the pronoun, who, in literature. It sounds odd to our ears. I suppose that's why I haven't heard it used in spoken English.
Here's an example of its plural use in a poem:
I approached the soldier mountains who speak of honor and blood
but scar the land when night descends with tearful, angry flood.
I have no idea what soldier mountains are. Maybe, they're mountains that stand guard like soldiers. Who knows.

Iāve just realized that āwho speakā is entirely correct in many instances, such as here:
There are many people WHO SPEAK English.
