[Context] A woman finds Eagan peeking inside her car.

W: Like I told the other officers, my daughter is dead!

I believe that he means it literally, yes.
Although he is also saying "maybe", so we can tell that even he doesn't know if they are or not (but thinks that it wouldn't be surprising if they were).

@us4gi Thank you(^-^)/ If so, what caused her eyebrows to get singed? This line is too random for me to understand, and so I thought it was some kind of idiom, like "you look very angry"

I just looked it up, and it's actually a stylistic thing people (especially women) do.
It just means her eyebrows are thin.
(Maybe she manually singed them with a curling iron or something, or maybe she just cut them to make them look singed.)
