yes it is a secondary definition of the word but is very uncommon. I've never heard anyone use it in everyday speech that way.
the root word "apprehend" is commonly used to talk about capturing someone:
"the police were able to apprehend the suspect"
a common way to say that someone understands something is to say they have a "grasp" of it. so it's related to that.
it's similar with the more common meaning of the word. it's like you're "gripped" by nervousness.
