Does this sound natural?

I agree the opinion that smoking on the street should be punished by law. Smokers on the street often litter their cigarrete butts. So, if smoking on the street would be prohibited, it could help the town clean. Some people might say that in spite of only smoking, it is too much that smokers are punished. However, not only the town would become dirty by smoking, but also it is harmful to people around smokers: it is said that secondhand smoke harms them more than mainstream smoke harms smokers themselves. Therefore, town's cleanness and our health should be top priority.
