"Talk Through" means that you are talking to someone about something that you have a disagreement about or that you do not understand.
"We had some issues to talk through."
"Discuss" means you are talking to someone about a topic.
"We discussed the game we had watched last night."
And "Talk Over" can either mean you speak louder than another person or thing so you can be heard,
"I talked over the noise of the crowd so my family could hear me."
Or it can be used to talk about having a discussion somewhere.
"Me and John talked over breakfast."

Yes, "Break down" and "Talk Through" do mean similar things. Usually, "Break down" means to explain something to someone in a very simple way.
"Take over" means something similar "Talk over." In this case, it means "to prevent another person from talking in a conversation because you want to talk."

@ctjan No, both "Talk Over" and "discuss" mean the same thing. I cannot think of any situations in which you would use one instead of the other.
