Talk out: to have a conversation in order to resolve a problem or disagreement
"They talked out their differences and came to an agreement."
Talk into: to persuade or convince someone to do something
"She talked him into going on the trip with her."

To me, not really.
You could say "I'm all talked out." which is an informal way of saying: "I am tired from talking and have no more to say."
Or maybe you are thinking of "speak up" which means speaking in a way that you can be heard.
Or in an example of "The students finally decided to speak out." means to speak up as a political act.
Ohhh, I just read Tieguy's response and those made sense to me too! I just hadn't thought of your question in those terms!

I guess you could say speak into if you have a microphone or a megaphone.
"He spoke into the microphone, and his voice went out across the hall."

No, they are not used in the same ways.
You would say "let's talk it out" (if you wanted to have a discussion)
but you wouldn't usually say "let's speak it out."
You would say "I'm going to speak out against this rule because it's unfair."
You might say "I'm going to speak into the void, and hope someone hears me" but other that this kind of use, "speak into" is generally not used.
You would say "I'm going to try to talk them into coming with me!"
