I have never heard "tempranero"
I'm from Mexico so I don't know about other countries
I would always say madrugador

No se suele usar ninguna de las dos, pero puedes dar a entender que eres una persona madrugadora cuando señalas que te levantas temprano todos los días.
Madrugador es como levantarse todos los días muy temprano (5-6 a.m) y Temprano es levantarse temprano, no indica hora (desde las 6 a las 9 o cualquier hora temprana), o almenos eso se da a entender en el habla hispana.

Hi,
Basically they mean same , they are reference to somebody which begins with your activities in the early hours of the day . For me(in the center of the country) "madrugador" is little more common.
Also, It's possible to refer sarcastically to someone who one time arrives early at their workplace, when in fact he normally not arrives early. This is in sense of joke.
To that person:
Y ahora ,¡¿por qué tan madrugador?!
