in this case "ceux" is mandatory, in the other hand you can ask "qui part ce soir ? " because it's a question but to say "who' as a subject of an afirmative sentence you have to use Celui qui, celle qui or ceux qui.
Exception made in sayings like " Qui part Ă la chasse perd sa place"
" Qui veut la paix prépare la guerre"
or "Qui vole un oeuf vole un boeuf"

Very similar to english...
'qui' must refer to something... like who in english : those who came tonight
It may be used standalone, but only for question ( qui vient ce soir ? / who is coming tonight)
And in some (rare) sentences (~ proverb like) , you may see it alone :
Who made the mistake, must pay / Qui a fait l'erreur, doit payer.
But even for "Who came yesterday, must leave today", "Qui est arrivé hier, doit partir aujourd'hui" sounds weird, and we would prefer "Ceux qui sont arrivés hier, doivent partir aujourd'hui".

As explained by @frangin and @Gratien42, youâll use âceuxâ (those) when you the people youâre talking about are clearly identified. For instance in, âceux qui sont arrivĂ©s hier sont partisâ (those you came yesterday returned home), youâre talking about *those* people in particular. If you remove âceuxâ, youâll talk about something more general and itâll sound like a proverb (this usage is therefore less frequent in daily-life conversations).
