it means that whoever the speaker is talking to should/has to do something that was most likely mentioned in earlier conversation, usually implying that if they don’t do it, consequences can happen.
It’s understood by itself when what they’re talking about was already known, but it’s more understood when they say that with it.
example: “You better pay me back the money you owe me!”
