Please help me understand the following sentence correctly.

This car is always breaking down lately.

Does the above sentence mean
1) the car got out of order recently and has not been fixed,
or
2) the car often gets out of order recently, so it needs to be fixed many times
?

I am not really sure why "ing" is used here.
I thought "break down" is more like momentary verb, so it does not continues for long time.
