Isn’t it a rude thing to misspell someone’s name in western culture?
For example, Ann instead of Anne.
In my country it sometimes means unconscious indifference to that person to use wrong Chinese characters in names.

It probably varies from person to person. I don't think there is a cultural attitude about it. Some people might think misspelling their name means unconscious indifference to them. However, I think probably most people don't mind it much. My name gets misspelled a lot, by many people. It's a little annoying, but I don't think it's rude.

It's a rude thing to not know someone's name after knowing them for awhile or having a friend continually misspell your name even though by now they've known you for a long time.
But when you're introducing yourself with a name like Anne, you should always disclose the spelling for best practice
