If you are talking about a tough or hard task, then they basically mean the same thing -- difficult/dificíl. If you are talking about a material, then a hard material is firm like a rock or a diamond, but a tough material is difficult to break. For example glass is hard but not tough (it can be easily broken), and leather is tough but not necessarily hard (leather can be soft).
