In some contexts, yes.
"I want to work on my layups." ⭕️
"I want to improve my layups." ⭕️
In some contexts, no.
"I'm going to work on my homework." ⭕️
"I'm going to improve my homework." ❌️
Basically if you can substitute "work on" for "work on my ability to do" then you can use improve.
I'm going to work on my ability to do layups. ⭕️
I'm going to work on my ability to do homework ❌️
(technically, this sentence is grammatically correct, but the meaning is completely different)
