To ask someone out is to ask them to go on a date with you, not necessarily to ask them to be in a romantic relationship (though dates are usually romantic).
To confess your feelings to someone is to tell them that you love them, regardless of the response you expect.
I'm not sure there's a simple phrase for what you want. Depending on the gender you could say "He asked her to be his boyfriend" or its equivalents.
