It's colloquial for "niño" or "niña". Also, it's an affective way to refer to a young boy or a young girl. But be careful because if you use it towards and unknown person it's the opposite and it's considered rude. Also, in some regions of Spain the elder brother or sister are called "el nene" o "la nena" by the rest of the family members.

@zhangxiaoye I think it's used by some teenagers and it sounds ordinary and out of place. Please, don't use it with your friends unless your friends use it. In Spain, there're plenty of affective words when talking to your (teenager) friends. "tío/a" is used a lot. For example, "Oye, tía, ¿sabes qué? Mi padre me ha castigado sin móvil. - En serio, tía? Qué injusto". Some groups of teenagers use "nene/a" instead. I insist, don't use it with your friends unless you and your friends are teenagers and they use this "nene/a" or a similar word within the group.
Keep the following uses in mind:
- "un nene" o "una nena" is a kid or even a baby child. Ex: "¡Qué nene tan bonito!" (when you come across a cute baby you can say that as a greeting). It's OK to say that.
- "Nena, ponme otra jarra de cerveza". If you say that to a waitress you're being rude and disrespectful.
