In case of emergency sounds more instructional and might be written on an emergency exit

"In case of emergency " can be abbreviated as "ICE" and is used to identify a person who should be contacted in case an emergency took place.
"In case of an emergency" is usually used as a disclaimer to inform someone what to do if there is an emergency.

"In case of an emergency" is grammatically correct, but both mean the same thing. "In case of emergency" is a shortened version and is seen more on signs or safety equipment.

1.In case of emergency in the Korean Peninsula, North Korea says that they'll attack the U.S. bases in Japan.
2.In case of an emergency in the Korean Peninsula, North Korea says that they'll attack the U.S. bases in Japan.

Sentence 2 sounds better as far as the context its put in. But both sound good.
