@kayochin In the context of top gear it is in relation to receiving bad news and responding to it and moving the conversation along in a comedic manner

'Bombshell' means 'provocative statement'. The sentence means 'let's change the subject and move away from that controversial topic'.

@kayochin A similar sentence is used more often: "And on that note...". 'Note' is less provocative than 'bombshell', but the sentence has the same meaning. Probably the most common way of using it is "And on that note, I will say goodbye".

The Alan Partridge chat show always ended with "...and on that bombshell..."
It means "on that astounding revelation" or "on that extraordinary surprise". Of course, it is usually not a big deal at all. : )
