When a person asks "밥 먹었어요" and I reply with "네/아니요...", should I ask this person something in order to return the sentiment, or should I just wait for them to progress the conversation along?

all depends on how much you'd like to show your interest in them. you could say what you had for the meal after yes or explain what made you busy or skip meals. For Korean " 밥 먹었어요?" is like an ice breaker or small talk that you can do warming up to progress a conversation.
