In this sense they are the same.
(Declare has 10 main meanings and profess has 6, who knew? Not me.)

Neither are used often.
Declare is used to make a clear statement or announcement. Most well known that governments can declare war.
Profess is most commonly used in a critical way regarding someone's hypocrisy. Ie someone professes to feel something, but acts in the opposite way.
