You would never say "I like to go fishing to the sea." It doesn't make sense.
"I like to go fishing in the sea" implies that you like to go fishing for the fish that live in the sea.
"I like to go fishing at the sea" implies that you just enjoy fishing around that area (the sea).
Ideally, you could use either "I like to go fishing in the sea" and "I like to go fishing at the sea" interchangeably.

"I like to go sea fishing" Would be best for general purpose. ■ "I like to go fishing at the sea." Gives the image of you standing on the beach and fishing into the sea. ■ "I like to go fishing in the sea." Sounds more like you are out in the middle of the sea while fishing. ■ "I like to go fishing to the sea" means nothing. But you could rearrange it into "I like to go to the sea for fishing."
