According to the article below, Mexico hasn't signed on to the guidelines?
Does "A has yet to do.." have a same meanings to "A hasn't done ..." ?

"Mexico has yet to sign on to the World Health Organization guidelines that would restrict hospitals from handing out free baby formula to mothers."
