How are Japanese names made? Is it like in America where the names are already made and used or can you take parts from a Japanese word and mix it together into a name?

As you said, parents take parts from a Japanese word and use kanji witch express their wish.
For example, parents want their child to be kind and beautiful like a flower, they name like 優花. 優 means kind and 花 is flower.
