平常 means like ordinarily and 通常means normally. so it's kind of the same. However, people use 通常 when some thing will happen or an action will be taken if there is no exception. We use the 平常 when we are talking about what you normally do.
e.g.
她平常去圖書館看書（she usually read book at the library）
她通常去圖書館看書 （she tends to read book in library）

We won't use 平常 like the previous example in Cantonese. I mean in Hong Kong.
We will use it like this
If someone tells you something he's surprised, but you think that's so normal. You will say
好平常姐 （that's normal)
For 通常, for example, you met a new friend and if you ask him what he will do in free time.
你得閒會做咩？ what will you do in your free time.
我通常會去踢波 I usually go to play football

平平無奇 normal and nothing special
常, we have
日常 normal days
經常 usually
常識 common sense
常態 normality
So 平常 we can say it is normal and it is not out of expectation. There is nothing special like everyone will do it.
Then you can say
好平常姐. 有咩咁出奇？
