I'd say "qué haces" means what do you do. . Is simple present.
while "qué estás haciendo " means what are you doing. Is
present continues.

En cambio "¿Qué estás haciendo?" Es una una pregunta especifica sobre algo que se hace en este momento, como:

Pero también se puede usar la otra forma:
¿Qué haces mientras ves la televisión?
