には and へは used when you want to say "at least".
ex.
私は昨日、学校へは行ったが、授業には出なかった。 At least I went to school yesterday, but I didn't attend to any classes.
では can be used as the same, but では is also used as wider meanings.
ex.
それは東京では使いませんが、大阪では使います。
It isn't used in Tokyo, but it is used in Osaka. (This sentence doesn't mention about other places.)
では、行きましょう。 Then, let's go.
