Yes and no. Most people here are very nice to foreigners, but every country has a few racists. Also, there are a fee things within systems/society here that could be seen as a bit racist

There are no real anti racism or anti discrimination laws. So for example, if somebody doesn't want to let you in their business because you are not Korean, they don't have to.
Another example is to do with my job. I am a teacher at an elementary school, and like the other teachers I have to get a health check up every year for my government health insurance. However, as a foreigner I have to take two extra tests Koreans don't, a drug test and a test for HIV/AIDS. I find this quite offensive, as it seems to suggest that as a foreigner I am more likely do be doing drugs or out spreading sexual diseases

I think @Riordaaf is right, but as far as daily interactions with normal people goes, they aren't really bad. What a lot of non-asians complain about is being looked at by some people. I don't think it happens that much unless you REALLY stand out and it's more of a harmless noticing of someone different than racism. In fact, as a foreigner in Korea I found myself watching other foreigners because they stand out.

Like @SuKor and @Riordaaf have pointed out, there are racist people in every country.
I've visited Korea few times and I've had many Korean friends when I was living in Canada 🇨🇦. and I can tell you, out of all those people I've only had one racist incident and it was with an old guy on the street of Seoul.

Yes. But Koreans don't bite foreigners. Racism is everywhere, everyone do.
