Yes, theoretically you can.
You could say so as if somebody asked "Can I only learn how to speak English without writing it?".

@Bloo2 tbh. Me learning japanese is so i can watch more anime. It a dumb reason to learn a knew language i know but thats why i dont see why learning to write it is necessary.
