I heared someone say "there is girls that don't like that", shouldnt it be "are" instead of is? Is that colloquial, slang or just wrong?

Yes it should be are. It isn't slang, it's just a mistake.

You're right, it should be "are." That person clearly just wasn't as good as English as you are!
And no, it's not slang, at least not as far as I've ever heard. Just wrong.

"Are" is used when referring to something that is plural, like "girls". "Is" is used when referring to one thing like "a girl".
They were just using incorrect grammar.

They were incorrect. In fact, I notice that many fellow native speakers of English make this mistake and it drives me nuts. Such mistakes are most commonly made within abbreviations, such as "There's girls who don't like that".
