Yes, in most restaurants it's the polite thing to do. (Tips depend on the service and food quality)!

We don't have a tipping culture like the US does but you might tip if you received excellent service from a restaurant for example. It depends on many different things but you do have a choice.

The difference is that in the US it's expected, but in the UK it's a nice bonus for waiters and waitresses if they do a really good job.
I think it's to do with the minimum wage, in the US they need tips to survive because of the low minimum wage. Whereas, in the UK there's a decent minimum wage and enough support that they don't desperately need tips. Tips are still appropriate though, because I know some countries don't do tips at all, and is usually for an excellent service like @AJEats said.

If you do decide to tip a waiter/waitress, due to their excellent service, you would normally give the same amount as 10% of the bill

The bill should be presented on some sort of plate thing, you pay your bill then leave an extra 20% of what you paid for on the tray/plate thing for tip and you just leave it there :) you don't need to tip in cafe's unless they're fancy or you have to go up to the till and order your food (hope that makes sense, it's confusing to me too)

No. If they were a good waiter and you want to thank them for that you can give them a tip but you don't have to. Waiters in the US are paid less than minimum wage which is why you should tip but in the UK they have to be paid at least minimum wage like anywhere else you work.
