They are expensive. Part of it is "sin tax" and part of it is that Finland is just an expensive country. For comparison, the last time I was in Spain, craft beer bottles tended to cost about 4€ in bars, whereas in Finland they are usually around 7-9€.
Many cities have ordinances against public drinking but it is very very lightly enforced. It's entirely possible to take beer or wine with you if you want to eat outside in a park and even things like student- or stag party groups usually get away with getting very drunk in the streets. I suspect the rules are in the books so that the police can have legal justification for picking up the more hobo-like alcohol drinkers, who people find more distasteful.
Other peculiarities of Finnish alcohol laws include that you can't buy any drinks stronger than 4,7% in markets. Only in special alcohol sellers and bars. Also any kind of markets stores or kiosks can't sell alcoholic drinks between 21:00 and 9:00 but bars and restaurants can. Also it's strictly forbidden to take any alcoholic drinks with you from restaurants.

you can buy beer at stores from 85 cents and siders from ~2euros. cheapest beer in bars are from 3 euros but places where is that cheap aren't very high quality place.

It is relatively expensive here, and a lot of people here take trips to Estonia or Latvia to buy cheaper booze. Personally, I drink little enough that the price isn't really an issue.
Technically, you aren't supposed to drink in public in most cities - for example, in my home town, if the police catches you with a beer in your hand, they will pour it out (unless you get lucky and the police decides to let it go). However, you can pretty much see drunkards on the streets at any given time of the day, especially now that the funding of the police is being cut.
Finnish alcohol laws are fairly strict, I imagine partly because we still have this idea that Finns are irresponsible drunks who will drink themselves to death unless controlled.

The law is the same in all cities in Finland (as of 2003), and it says you can drink in parks or public places that are comparable to parks, as long as you don't cause commotion with your behavior.
In practice, in Helsinki for example you can "have one" while walking on the street, even if technically it's illegal (everybody does it).
Don't drink in busses, trains, train stations, markets etc.
