Not really. Of course, it depends on the context, but generally it is not insulting or rude.
Compare with the English "Poor you...". In most situations it is not rude, but in some rare situations it can have a degrading feel to it.

it depends.
i know some people want かわいそう from you.
but, in my case, i think かわいそう is insulting.
it sounds like that you look down me.
