1. Because school almost always starts at the hour (10:00, 9:00, etc.) people will usually assume that is when class starts. We might say "my brother starts school at 10 o'clock" to be more specific. If we are trying to indicate the time someone leaves the house, then we usually say "he leaves for school at 10 o'clock"
