@wojtekkamlot chyba dlatego, że słowo "rok" nie ma liczby mnogiej w dopełniaczu, a liczebnik jeden w języku polskim się nie odmienia. Ale wszystko jedno będę czekał, gdy ktoś powie, dlaczego wszystko jest tak, a nie inaczej.

Tak, liczba mnoga od rok to lata. Podobnie nie mozna piwiedziec 21 czlowiekow, tylko 21 ludzi.

Dokładnie. "Rok" można powiedzieć np. w odniesieniu do dziecka, które rok temu przyszło na świat (czyli ma "roczek", a nie "jeden lat").
Albo: "To było w roku 1968."
Natomiast liczba mnoga od "rok" to "lata".

A dlaczego w rosyjskim jest inaczej? To dość logiczne, że dwadzieścia jeden rzeczy jest liczbą mnogą. Chociaż stosowanie logiki w języku polskim rzadko się sprawdza, to tutaj akurat działa :-). Chyba że pytasz, dlaczego lata, a nie "roki". Lata to także liczba mnoga od lato. Dlaczego wybrali akurat lato, nie wiem, ale można też powiedzieć, że ktoś ma 21 wiosen (od wiosna) albo 21 zim (od zima). Z "21 jesieni" jeszcze się nie spotkałem, ale każdy by zrozumiał o co chodzi. W każdym razie inne pory roku niż lato stosuje się raczej w książkach, a na co dzień liczba mnoga od "rok" to "lata".
Kolejna kwestia: dlaczego twierdzisz, że "jeden" się nie odmienia?

Wszystko związane jest ze znaczeniem słowa rok. Pierwotnie oznaczało rzec i znaczyło tyle co mówić, potem zaczęło odnosić się do umów i dalej do okresu na jaki umowy były zawierane czyli umówiony okres. Umowy zawierano na na 12 miesięcy wiec rok zaczął oznaczać 12 miesięcy. Roki to w przeszłości posiedzenia sądów. Lato od początku oznaczało najcieplejszą porę roku. Jednakże czas mierzono posługując sie kryterium rolniczym a nie astronomicznym to lato odnosiło się także do całego roku. (Mówimy tutaj o XVI wieku). Następnie na określenie 12 miesięcy upowszechniła się forma rok a w liczbie mnogiej lata. Jest to dość uproszczone wyjaśnienie.

@wrepper w języku ukraińskim рік -- років (rik-rokiw), język rosyjski znam też, ale miałem na myśli, że po ukraińsku jest tak, a po polsku już inaczej.
Z trzydziestoma jeden zawodnikami -- tu "jeden" się nie odmienia.
Liczebnik jeden stojący na końcu liczebnika głównego wielowyrazowego się nie odmienia.
Zabrakło stu siedemdziesięciu jeden (chlebów).
A tak oczywiście się odmienia. Mówię o konkretnym przypadku.
