Send for means your sending it for (the reason you'd say). So for example, I'm sending this letter for mother's day to my mum. Send to, you use it to say who your sending it to. For example, I'm sending this to my mother. What I mean is that when your using sending for, you can say the reason then the person your sending to for that reason. Sorry that my answer is quite complicated.
