もとの状態に戻すことです。
たとえば、
乾燥させている食材を水につけて戻す
凍っている肉を冷凍庫から出して戻す
というような使い方をします。

「戻す」に「炒める」の意味はありません。
既に他の方が答えている通り、乾燥させたものや凍らせたものを、みずみずしい状態に戻すことを言います。
