Actually, I think "so help me god" means that you're going to act out of anger and spite, you're going to sin, unless God intervenes. Which means your will to do something spiteful is really strong. So, it still means they're serious. I just think zook misinterpreted the idiom slightly

I guess that the expression originally just meant something zook says and still be used in that meaning in official situations, though, in ordinary conversations, being used as lizard says.
