It`s Konjunktiv II and it expresses what would be. If you have a "strong verb", you can create it`s Konjunktiv II form switching last vowel in Praeteritum form to an Umlaut (if possible) and adding -e- between the base and the ending of the Praeteritum form.
Ich war - Ich wäre
Du hattest - Du hättest
For "weak verbs" you use just Prateritum form. Because of that very often you don`t know if it`s Praeteritum or Konjunktiv II, so you can use Konditional to show that you mean Konjunktiv II.
Konditional is:
würde + verb
Ich würde schlafen - I would sleep
Ihr würdet gehen - You would go
