When I say (八時に学校へ行きます)I used "に" for time and "へ" for place. but when I say (学校に行きます)why did I use "に" even though there is no time ?

You can use に for place too
Like トイレに行く
In this case, に is more natural than へ

You can also say 八時に学校に行きます.

th particle へ is to indicates place when you use a moving verb like 行きます、帰ります、来ます,etc. .
the particle に have a lot of functions, as you say is use when indicates time 8時に.. but also is use when indicates goals.. thats why is use when you say 学校に行きます because your goal is the school, when に is use with place and moving verbs indicates the goal
the meaning when you use に or へ dont change too much
