@Ebubekir26 It can mean either of those, but all the word means is "unhappy". It can be "disturbed", "uncomfortable", "sad", "angry", "annoyed", "worried", "afraid", or a combination of those words.

upset has broad meanings... in this context i think she it saying it unsettles her.../ makes her uncomfortable / makes her scared... or a mixture of everything. In fact uncomfortable would be a better adjective to use...
