It's more liek 'es verwirrt mich'. Your examples don't really sound natural

Both examples are unnatural. Say "Es verwirrt mich" (It confuses me) or "Es ist verwirrend" (It is confusing) to sound natural. The "mir" you are using is not needed at all in this situation.
