Unless someone means they literally see something, "I see" means that you understand.
"Sure" is kind of like a another word for yes.
"Do you want to go to the movies tonight?"
"Sure." - Be careful not to say this to dryly, someone might assume that you don't actually want to do whatever it is and think you're just saying it to be nice.
People can also exaggerate the word to make it sarcastic. And then it would mean they don't believe what is being said.
